MCAP is an affiliate of the National Association of Legal Assistants (NALA).
NALA is the leading, professional association for legal assistants, providing continuing education and professional certification programs for paralegals.
NALA is an integral part of the legal community, working to improve the quality and effectiveness of delivery of legal services. NALA's members include over 18,000 paralegals nationally.
NOTE: Membership in NALA does not grant you membership in MCAP and vice versa.
Deb Nolan, ACP, Advanced Certified Paralegal, is our current President, and has been a member of MCAP since approximately 1992. Deb worked in the legal profession for many years prior to joining MCAP and is presently employed by Zachar Law Firm, PC, handling personal injury and wrongful death claims. Deb enjoys helping clients through the legal process. She also enjoys contributing to MCAP, as it is a great organization, a wonderful place to meet others in the legal profession, and the least expensive way to meet CLE requirements for NALA certification. Deb always encourages paralegals and students in our community and would love to see more active MCAP members run for MCAP Board positions. She is happy to help mentor new Board members and encourages active members to take a step out of their comfort zone, take a chance, and get involved! MCAP provides a perfect opportunity to meet new friends and "pay it forward" to our legal community.
Norma Franco, CP, Certified Paralegal, and Arizona Certified Legal Document Preparer, is our current First Vice-President, Education, and has been a member of MCAP since 2013.
Norma has her own business, NJFranco and Associates, LLC, where she offers paralegal services and business consulting to the legal and business communities. After retiring from working in the corporate world in various capacities such as project management and training and development, she decided she wasn’t ready to retire after all and joined the paralegal profession. She enjoys using her business background to contribute in meaningful ways to legal and other professional organizations -- and she particularly enjoys helping those organizations grow and mentoring people just entering the field.
Jessica Perske, CP, Certified Paralegal, serves as the 2nd Vice President (Membership) for the Maricopa County Association of Paralegals and has been a member since 2017. Since 2015, she has worked as a senior paralegal for Alliance Defending Freedom (ADF), focusing on litigation related to civil rights and constitutional law. Prior to joining ADF, Jessica spent eight years at Snell & Wilmer, LLP, working in product liability litigation. Jessica graduated from the University of California, Irvine, in 1996 with a Bachelor of Arts in Criminology, Law, & Society, and in 2002 with a Certificate of Paralegal Studies. She has been a Certified Paralegal with the National Association of Legal Assistants (NALA) since 2013.
Elizabeth Ciggia, CP, Certified Paralegal, is our current Secretary and NALA Liaison, and has been a member of MCAP since 2018. She received her paralegal certificate in 2018 from Phoenix College and became a Certified Paralegal in 2019. Elizabeth works in real estate and corporate transactions, primarily in the multi-family home sector. She has experience in private securities offerings, drafting organizational documents for corporations and LLCs, and entity maintenance for real estate purchases or sales. Elizabeth enjoys being a MCAP Board member (since 2019) because it provides the opportunity to work with paralegals in a variety of legal sectors throughout Maricopa County. MCAP is an awesome group for continuing legal education!
Ginger Korcal, ACP, Advanced Certified Paralegal, is our current Treasurer, and has been a member of MCAP since 2015. Ginger is a freelance paralegal and legal accountant. After working for a sole practitioner for over thirty-five years, she started her own business,
e-Assistant, LLC, about nine years ago. Ginger's proven, consistent, and diverse paralegal and legal accounting experience and education have been a strong asset to our MCAP organization. She encourages other paralegals to push forward with their careers and always strive for excellence.
